Right now, it seems that if I want to use new tags, I have to first add them in a diary entry before I can adjust their colors in the settings. It would be much easier if I could directly add new tags (and perhaps new persons and tracker items) from the settings menu without having to create an entry first.

UseCase: It's just that I already know that I want to use some tags long before I actually use them in a future diary entry.
It would give me the opportunity to think about how I would like to structure the entries (my life) ➟ and then create the corresponding tags right away.
I would also like to do the same for the people and trackers. For example, I could create the family members and closest friends right away so that they are available later.
And I could then immediately define the appropriate colors without having to jump back and forth between the views.
