Non metered connections

I would like to know what exactly is non metered connection
Does it mean wifi and no mobile data or something else?

I usually log data when i am outside while travelling where there is low signal or low speed data
And when i make entry and next time when i try to open it syncs first by blocking the ui.
So i have to wait until it sync. Most of the time i have images and videos as a part of entry.
This blocking actually is stopping/waiting until data sync but due to low speed Internet outdoors it takes forever.

Is non metered connection an option in this situation?

On iOS, "non-metered connection" means wifi.
On other platforms, e.g. Windows & Android, a "wifi" can be set up as metered as well, therefore I didn't name it "only in wifi".
