Exporting to Word/HTML should contain attached files in some way

When exporting to Word and HTML, files like audio attachments aren't included. Does Word format even allow that? Can Word format contain links? If not, exporting to HTML definitely could.

I am concerned about being able to extract / backup my data in the future.

Exporting to HTML could contain links to attached files contained in a sub folder.

Can this be done?

No, that's not possible. At least not in any way I am aware of.

Yes it can. Just tested it and it works without issues with text links.
I don't know if links to files would be a good idea. It would only work with relative file paths, so if the files are moved, the links are broken. The links also wouldn't work on Android or iOS.
You know, that you can already export all files, incl. audio & video files by using the checkbox in the export settings?

I save my Upnote entries in HTML format often and my audio/video/image files/links all attach and work. I was blown away that I could play my audios on the HTML file.
